Integrity is of the utmost importance at Viper Networks, and our Board of Directors plays an integral role in overseeing the policies and procedures that insure our corporate integrity. The focus of our Board of Directors is to ensure the long-term success of Viper Networks while representing the interests of our shareholders. We have adopted principles of Corporate Governance that reinforce our stated values by promoting good corporate citizenship and ethical business practices. Ensuring that our financial results fairly reflect the results of our operations is of paramount importance to this company and our investors. Viper Networks remains diligent in maintaining compliance with our established financial accounting policies, which are consistent with requirements of Generally Accepted Accounting Principles (GAAP), and will report our results objectively and with the highest degree of integrity.
Farid Shouekani
Chief Executive Officer
Mr. Shouekani has several years experience in VoIP, telecommunications and engineering with such Companies as TEC Cellular, Robotron and Crescent International. Most recently he helped design, build and deploy Mid Atlantic International's World Wide VoIP (Voice over Internet Protocol) network which was acquired by Viper Networks in 2003. Mr. Shouekani has a Bachelor of Science Degree in Electrical Engineering and a Masters of Science Degree in Computer Engineering from Florida Tech.
Joel Westermarck

Joel C. Westermarck - President and CEO - from 2008 to present – From 2001 through 2008 Mr. Westermarck was the owner of PDS HEALTH, a consulting and developmental company finding new procedures for diabetic supply companies and developing disease management hardware and software. Mr. Westermarck provides sales and marketing of Diabetic Testing supplies nationwide. Mr. Westermarck has managed several very successful diabetic supply businesses since 1993, and involved in creating new programs for disease management, designing proprietary medical devices and procedures. From 1985 through 1990 Mr. Westermarck was the owner of Hannibal Group Inc., a visual and electronic communications group, consisting of 5 subsidiaries in Finland, United Kingdom and Spain. The main business areas were importing, marketing, distributing and servicing Storno/Motorola Cellular Phones and closed radio networks, Mobile Data Systems. Customers ranged from government institutions, police departments to private clients. Business grew from $2 Million in 1985 to $15 Million in 1989.
Mr. Westermarck has experience in health care, radio communications and cell phone technology, construction, office supplies, cosmetics, computer hardware and computer software and has worked in Finland, England and Sweden as well as all major European countries, India, Canada, US and the Central America. Mr. Westermarck has a Bachelors’ Science degree in Economics and Marketing from the Business College if Helsinki.
Tom Otrok
President Of Intl. Operation
As an accomplished telecommunications industry veteran, Mr. Otrok's leadership successes at the highest level have put him in the rarified air of being recognized as one of the industry's most valued network solutions integrators in the world. From 1989-1996, Mr. Otrok was a key Member of Technical Staff for AT&T Bell Laboratories (a Lucent Technologies predecessor company), with leadership in 5ESS Global Public Network Architecture & 5ESS Performance, and responsibilities including end-to-end system engineering, project management, and developing architecture requirements for 5ESS-2000 and CDMA. Then in 1996-1999, Otrok accepted a position as Senior Manager for Network Implementation with Lucent Technologies (Middle East). Leading a team in excess of 500 staff members for building and implementation of Telephone Expansion of Wireless Networks, his responsibilities included Sales and Program Management of all resources required for successful deployment of a $6 billion network, which included Data, Optical, Wireless and Voice networks. In 1999, Lucent Technologies promoted Mr. Otrok to Executive Director of Operations (Middle East), where he lead a staff of over 1000 people for Building and Operations until 2004. Building a network that consisted of 5 million lines of GSM and 5 million land-lines, his responsibilities included Wireless Network Buildings and Operations, RF Design, Engineering, RF Integration and Optimizations, Network Planning and Integrations, and Network Performance and Reliability. These leadership positions with Lucent also included oversight in sales, software development, strategic planning and finance, both inside and outside the United States.
Paul Goss
General Counsel
Mr. Goss has been the Company’s Legal Counsel since September of 2000. Mr. Goss has been the Executive Vice President and General Counsel for One Capital Corporation, a private merchant bank with offices in New York and Denver since 1990. Prior to joining One Capital Corporation, Mr. Goss was engaged in the private practice of law in Denver, Colorado with a concentration in real estate, corporate and securities law. He is a member of the Denver and Colorado Bar Associations. Mr. Goss has a Masters in Business Administration in addition to his law degree from the University of Denver.
Gamini Ranasinghe
VP for Intl Projects
Endowed with authority and responsibility through over twenty years of converting ideas into action, Mr. Gamini. A. Ranasinghe, is a very capable businessman. He has a humanitarian spirit and is genial, meets his customers with an open mind, and, is a gracious host. Mr Ranasinghe is a businessman of courage and sincerity. He also has wide political experience. With incisive scrutiny, he has taken many targeted actions and has been able to drive growth in the fields of aviation, tourism, travel, employment, plantations, education construction and telecommunications. Mr.Ranasinghe’s broad knowledge of human behaviour and ability to, assess and manage risks, has given him the capacity to plan and act globally, to achieve value-driven corporate management. While on the Board of Directors of the Sri Lanka Bureau of Foreign Employment under the Sri Lanka Government Ministry of Labour, Mr.Ranasinghe demonstrated dedication and intensity to promote economic opportunities in the Middle East, for Sri Lankans and the Sri Lanka Government.
His business and organization abilities in the field of passenger and cargo air transport between Sri Lanka, the Middle East and world destinations, spans over twenty years. At present Mr. Ranasinghe is engaged with the world’s largest cargo carrier, operated by RIAL AVIATION (PVT) LTD., head-office in Sharjah, U.A.E.
In the import-export trade he has successfully cashed in on emerging opportunities, also in the tea plantation sector. Mr. Ranasinghe has entered the telecommunications industry in Sri Lanka and is an EGO licence holder (VOIP). Mr. Ranasinghe is also currently an S.D.S. member of Sri Lanka’s foremost Girls’ School, Visakha Vidyalaya in Colombo, where he is contributing his dynamism and wealth of experience.
Being the Vice President for International Projects on Viper Networks Inc. with head office in the U.S.A. branch offices worldwide, and construction office located in Saudi Arabia covering the entire Middle East region, Mr. Gamini Ranasinghe is diverting large construction projects to the Engineering Corporation under the Sri Lanka Government Ministry of Construction and Engineering Services, to promote Sri Lanka.
